A MESSAGE FROM THE MAYOR

I sincerely thank you for allowing me to serve as your Mayor again. Speaking for all the elected officials, we thank you for your support. We pledge to continue to work hard and always do our best for the City of Groton.

We had another good year in the City of Groton. Many streets were paved and new equipment was purchased to provide a more efficient use of resources. Bulky waste pickup, started in 2004, continues to be a valuable service utilized by many of the City residents. Birch Plain Creek Park has been completed and is being enjoyed by many of you. Thames Valley Communications, your cable and Internet service provider, continues to grow and has expanded to serve the entire Town of Groton.

Two significant events happened in the City this year, although not in FY2006. The re-lighting of the Avery Point Lighthouse and the Re-enactment of the Battle of Groton Heights which celebrated the 225th Anniversary of the Battle. Both events brought many people to the City and we were proud to have them here. We are proud to host such events and enjoy the pleasure of exposing people to all the wonderful experiences that are possible in the City of Groton.

The City provides many services and opportunities; these are made possible because of our wonderful groups of volunteers and employees. I believe we are all fortunate to have so many volunteers and employees that are committed to making the City of Groton a great place to live and work.

BACKGROUND
The City of Groton was incorporated as the "borough" in 1903 and the borough electors designated it the "City of Groton" in 1964. All City offices are located in the Municipal Building, 295 Meridian Street. The hours of operation are 8:00 a.m. - 4:30 p.m., Monday through Friday.

The schools located within the City of Groton are Avery Point Branch, University of Connecticut, West Side Middle School, Colonel Ledyard School, Eastern Point School, Groton Heights School and Sacred Heart School.

City Councilors and Citizens of the City of Groton:

We are pleased to submit to you highlights of the Comprehensive Annual Financial Report of the City of Groton for the Fiscal Year ended June 30, 2000. The report was prepared in its entirety by the City's Department of Finance to conform with Generally Accepted Accounting Principles (GAAP) for governmental units as promulgated by various authoritative bodies through their publications, statements of position and other pronouncements. These bodies include the American Institute of Certified Public Accountants (AICPA), Financial Accounting Standard Board (FASB) and the Governmental Accounting Standards Board (GASB). The responsibility for the accuracy of the presented data and the completeness and fairness of the presentation, including all disclosures, rests solely with the City. It is presented in a manner designed to fairly set forth the financial position and results of operations of the City as measured by the financial activity of the various funds. All disclosures necessary to enable the reader to gain maximum understanding of the City's financial condition and the results of its operations have been included.
