The Engineering Department consists of a two man staff dedicated to assisting residents, contractors and others with concerns involving streetlines, drainage, permits, inspections, street analysis and more. They perform surveys, studies and investigations; captial improvement program development; design and cost estimating for construction; contracting and contract administration; preparation of maps, records and construction status records and reports; and assists other department staff in managing maintenance, repair and construction work. They manage the constuction of streets, sidewalks, bridges, culverts, buildings, and dranage structures; assure proper construction of all public improvements by sub dividers and builders; and acts as an engineering consultant to other City Departments and Commissions during the project approval and permitting processes. Additionally, they assist the Highway Department with the supervision and managing of daily operations and assists other departments in the same capacity when requested. Any work done within the City of Groton right of way requires a "Driveway Excavation Permit."

The City of Groton is required to submit a Stormwater Management Plan for our entire drainage system to the Connecticut Department of Environmental Protection (CTDEP) as part of the Environmental Protection Agency's (EPA) Phase II stormwater requirements. The program requires municipalities with a population of at least 1,000 people within an urbanized area to come up with goals that the city intends on meeting for six minimum control measures.
